Pfeilring (ring of arrows) is a trademark of Muller & Schmidt, Solingen. The mark was first registered in 1896 BUT stainless steel was not used for cutlery until ca. 1920. They are still in business and are known for their manicure sets. Your best bet for dating would be to contact Tiffany.

Another bit of info: To make these knives Tiffany buys what are called "skeleton" knives from manufacturers, in this case Pfeilring. The skeleton is essentially a complete knife with liners (the side plates), spring, and blades, assembled and fully functional. Tiffany merely applies (probably solders) their own outside covers to the skeleton; that is why there are no pins showing on the handles. Many of the small "watch fob" knives you see with fancy textured metal handles are made in this way by jewelers.
