Possibly an artist's mannequin?
He is the Santo Nino de Cebu!! Revered in Philippines. 'Santo Nino' is the Christ Child. He could also be the infant of Prague, but the orb he carries usually has the cross on it.
Maybe contact these people - your's is REALLY special! He could be dressed for any occasion!! Not sure about the boots, though. That may have something todo with the Spaniards in the Philippines. They look like Spanish Conquistador boots to me.

Child of Prague I have seen with boots on just globe . I believe he had a wig at one time and waas dressed . Beautiful piece !!

To identify your Santo Nino, it usually depends on what he holds in his hands. Same with the many versions of the Virgin Mary.
This is a vintage Santo Nino from the Philippines. It was made to look antique by exposing it to the sun for a few days and putting it by the fire to dry up the wood. It is a good size but unfortunately, it's not as valuable as it is. The sculpting is good, it would definitely be worth more if it was finished complete with vestments and Crown Jewels.
