Sometimes the mantelpiece won't do: this is one of those. Not a shape I have seen often and a larger size at 8 inches tall x 9 inches diameter.
If we think of the French firms of the Art Deco as the epitome of design in that era, is this an artful reinterpretation?

This is fabulous - and substantial. I would agree with a Welz attribution. Have you noticed the similarity in shape with this link?:

But that is not a decor I would have associated with Welz. Any comments, anyone?

There are likely a very large number of Welz décors and shapes that have never been associated with them.

Wow, here are the measurements:
Simple ones are 7 1/2” tall by 8 1/2” wide
Other measurements:
Bottom lobe 4 1/2” tall
Middle lobe 2” tall
Top section 1” tall
Mouth 3 7/8” wide
Base 4 7/8” wide
Glass thickness at rim 1/4”
Bottom to the widest point in the glass is 3”
