This is different. Aside from the colored bands, the enameling looks more like something I would expect on Peasant Art pottery than on glassware. Starting with a simple vine near the base, it explodes into a riot of color just below the opening.
Jar base has a hollow foot - I assume that means it was blown in one piece as opposed to having an added foot. With the lid on, it stands just under 8" (20 cm) tall. The diameter of the lid is just under 5" (12.5 cm); the diameter of the jar is about 4 1/2" (11.3 cm) and the diameter of the foot is about 3 1/2" (9 cm). The underside is marked with a dime-size circular mark.
