12 1/4" tall. Holes up all four sides. Each hole goes all the way through. I think the light brown band on top is a man made material, maybe bakelite. The wood is painted black. The base is is wrapped in a metal and the inside of the hole has a brass lining that only goes up a 1/2" or so. The hole goes all the way down the center and looks to be smaller at the top than the bottom.

i've seen lots of these where i grew up in an old mill town in new england. they have something to do with woolen mills, i believe.
Vetraio50, good guess but it has holes all the way around the shaft. I thought the same at first.
