This one looks pretty Jugendstil to my eye. Austria. c. 1910.

I saw something similar made by WMF.

WMF satisfies my OCD need for symmetry. That company sure knew how to make metal sexy:)
It also looks very similar to a few Georgian regency samavars I've found.
