When the Federal gov't. decided to invade the South, the South held 75-80% of the wealth due to foreign trade & the Federal gov't. was functionally bankrupt. (Like today). People hoarded their silver & gold and a "change" crisis arose. Stores started issuing their own change to relieve the situation. This was not soldier's pay & was made illegal in 1864. Ironically, Confederate money is generally worth more now days.
I thought these were used to purchase items from Sulter stores
They were. After they were issued as change.
