The coolest thing we found going through my 82 year old Dads things after he passed this year. I must find who would most be interested in this. I know it has strong historical value but to whom?

It really is a fantastic find. Museums are the last to consider for such things as they won't be displayed & will end in storage. A collector will appreciate it more, preserve it better & more people are likely to see them. Give museums large things that they are forced to display.

the design of the wallet itself doesn't look 18th century to me. maybe someone can correct me if i'm wrong?
