I think that this is Japanese. It's unmarked, but has a fair amount of gold in it. Handpainted with nice colors. my very uneducated guess is 1920s-40s, but i'm often surprised about these things. it's in very good condition.

i t won,t get you rich but i think this is a very nice plate , a sort of Taisho soft color combined with uguisi iro, nice dense glazing on the flowers, no overflow in the border, the bird is a bit off but no sweat, love it
