Victory seems to be a brand name here for this 3" x 2" stamp pad. V is the trade mark. Not sure when this was made but I would guess around the time WWI or WWII as they were cashing in on the sentiment of the time. I fear I don't really know but it looks neat.
This apparently is the No 0 model. The stamp pad seems to have been dry for a few decades.
In photo 4 it is on my desk that I will eventually post.
