Due to the heart shapes I assume it was for a woman, but no idea what it is or called

My husband purchased this for me at an Estate Auction. He knows I love all things Victorian looking and anything from that era and seems to have that look about it. It looks like maybe it was to put in button holes? Not sure. But it is something different then the things we generally come across at the Auctions around us. I am putting it in a shadow box to hang in my Victorian room along with several Victorian blouses,hats etc that he has bought me over the years. It is about 8" long in total. I cannot find even one single marking on it/makers mark etc. ANY help would be greatly appreciated. Thank you, Lisa Jayne
