I don't see a hallmark, just a capital C in a shield. I'm not sure what you mean by substantial - if it's brass it could be quite heavy.
Welcome to CW.
The "C" may be from "China", as this horse resembles a Feng Shui horse (or Auspicious Horse, or Lucky Horse). At least, it has the usual pose. These horses are always represented stepping on or jumping over coins, bags full of gold and other symbols of success and wealth. Yours is stepping on a green stone that may or may not be jade, that is believed to bring health to the person that uses it. Well, this is my theory. Check these out:

I see bits of green on the reverse side, along the edges. Get all that cleaned off. It's verdigris and it will damage the metal. White vinegar and a toothbrush will do the job.
mcheconi, the picture of the Feng Shui rearing horse, in the fourth link, does bear a striking resemblance to tishky's brooch. Great research!
Thank everyone for the comments and research. I really had no idea where to start for the meaning or hallmark.
