Post #2 Interesting handkerchief vase

Couldn't get the first post to let me add pictures after I removed the old ones. So here's a new post done in natural light, no beer added.
So can someone tell me how this was made? It has lots of bubbles, I'm guessing unintended bubbles. And the inside feels kinda like a snake, and almost seems like it could be chipped or peeled off.
And the colors in it turned out pretty accurate on my screen. But it's still prettier in hand.
Also. I suspect it's not a high dollar collectible vase, but I am interested in a time range of when it may have been made?
