I'm fairly confident calling this a Riedel vase. I thought initially it may have been Harrach, but on further investigation and comparison of other Reidel pieces, I'm happy that it is Riedel. Bought recently from a UK seller, who actually had the pair, however the other piece was very badly damaged and I suggested she keep it as I did not want to take the risk of one damaged piece damaging a good one during transit.
It's a thick white, cased in light satin green uranium glass that is highly reactive to UV. Nicely raised enamel cherry blossom, branches and leaves and very typical Riedel finely painted swallows. I think the numbering on the base is fairly typical of Riedel also.

Just beautiful, Phil. I always think that decorating the back, or unseen part, of the vase to be the mark of a quality producer.
