Approx 9 inches long, the metal hammer has unique shapes for hammering and pulling. It was bundled with what looks like hooks in wood and a handle of some sort to pull with or hang. The wood is 2 pieces and approx 12" long. Has a patent number on one end but it does not sync with online records.
It's a carpet stretcher and tack hammer, combined. The home made wooden tool is probably for stretching carpets as well somehow.
I think you attach the hook on the hammer to the wire pull on the wooden stretcher.
Apparently, the wooden tool is not home made, it was sold together as a kit:
