The vase itself is of green uranium glass with an exterior texture of spiralling ribs. The shape is conical with a rounded bulb at the base.
The pattern of the crimping tool, used to form the frill and the six feet, was unknown to me. However recently I've seen the pattern on a vase posted here by IronLace.
Though I do not know the maker of this, any more than that of the enameled vase, here I do have tiny clues.
In image four the vase on the left is a shorter version of the same conical shape, though with different rigaree. The vase on the right has the same spiralling ribs, though the glass itself is different. All in all with TWO ideas I'm still no better off :)

Sorry I can't help, but those pink feet certainly look familiar! :-) It's gorgeous, whoever made it!

I found your post while researching a creamer I have with the same pink feet and uranium glass. I've come to the conclusion it is, like yours, made by Franz Welz. Kralik-glass.com in his Welz section has several pieces not exactly the same but very similar.
I hope you are going to post your creamer.
