While some may think it for out-going mail, "postals" is usually the early term for postcards. As such, I believe this was either for one's parlor collection of postcards from friends & family, or maybe to sell some at a small drug store/shop.
The cherubs are slightly creepy, but they were all the rage in the early 1900s.
