Can you read this? Or recognize it?

This has been sitting around a few years and I was washing it a few days ago and noticed what appears to be a signature and number. But I can't make it out, thought someone may recognize it?
Thanks for any help you can give. I'm curious about the line around it as well as the age, I happily even love your guesses.
