About 8 inches long, when fully closed still 1/4 inch gap, has a spring mechanism so that it will automatically push open. No idea what it was for.

Sugar used to be delivered to shops in a solid cone shaped piece called a sugar loaf. This tool was for cutting lumps off the solid cone. If you wanted loose sugar you had to grind it up finer with a glass sugar crusher.
