My grandmother bought this and we are unsure what it is. "GENERAL NO. *10 MADE IN U.S.A" is imprinted on the top of it.

My best guess would be a wallpaper stripper with a seam roller to trim wallpaper.
Wood plane iron sharpener fixture.
not entirely sure but I've seen similar devices used with a sharpening wheel, for sharpening chisels, plane blades and other similar things. This allows the item being sharpened to be held at the proper angle steadily as it sharpens.
