I have this very old Singer Sewing foot. Can you identify it and value. I also have a very old Singer store paper bag.

It’s a gathering attachment. Adjusting those tiny notches on the top determines how much fabric is pulled under the needle each time it makes a stitch.
These were very common because they made gathering much easier than doing it by hand.

deniseskonieczki, What the singersewinginfo site calls it is a "ruffler" (scroll down, because there are about a half dozen):

The concept is fairly old, because a couple of them are described as "back-clamping," and the only Singer sewing machine model that needed a back-clamping foot of any kind was the earliest variety of the model 66, the treadle-operated model 66-1 (circa 1902).
Yours is the side-clamping variety.
As to value, valuation isn't done here at Collectors Weekly Show & Tell, but now that you know what it is, you can search eBay listings, etc. to get an idea.

I haven't. I learned fabric gathering the old fashioned way. >8-0
Yep! I used one several times over the years but I don’t have much need to make ruffles these days.
I know my mother used one quite a lot with 5 little girls to make clothes for. :^)
