I got this free at a sale early this year. It's a handbook for soldiers at Barber's Point Naval Station on Oahu, Hawaii. Exact date is not on any page, but calling it the territory of Hawaii gives a predate.

My first thought was WW2 era, but the corsair on the cover may help to date it as well. I know the corsair was used in a CAS role into the Korean War, so it may date into the 50s.

I stayed a few nights there in the late 80s-- cheap rooms for military folks visiting Hawaii.

Hawaii became at state in 1959, so your booklet was printed before that.
I checked online and found that there is now the Naval Air Museum, Barber's Point.
Why don't you check with them about your booklet? They might be of help to you find out if this is rare or not. If it's rare, maybe they would want it for display.
      Good luck!
I hope you will post your findings; the history of the Hawaiian Islands is fascinating to me.
