These "Mr. Bones" plastic chattering skull wind-ups have been available as a Halloween joke shop item for nearly as long as their more year-round counterparts, the chattering false teeth. This particular incarnation has an in-mold "Made in Hong Kong" identification that likely dates it to the 1960-70s.

    3" tall by 2" wide by 3 1/2" long.
