It is a Windsor writing arm chair. Your example is a modern reproduction piece.

Thank you, Scott. I had a feeling it was not really old because of the drawer construction. Now, I know.
First one i have seen. I like this practical idea. I bet the rarer ones are the ones made for the lefties.
