I've been holding on to this Ugly quarter for a long time. I really don't know why but the fact it's very different. It looks like a rusty pewter color. The only shine to it is the rim. You can see the copper. Was this done at the mint or after?

I’m thinking that there is enough “silver” on the edge to think that it’s an environmental/chemical discoloration and not missing the cupronickel on both sides. The coin would be a bit lighter in weight if that was the case. And note the banding coloration still present on the edge view.
