Cherub and lion head irredescent covered footed bowl/dish

This beauty of a find was discovered at my local goodwill for only $1! Not sure if it’s a true antique, it’s “stamped” California 700 on the bottom. (Under the woman’s signature). It’s irridescent white, cherub head handle. Alternating lion and cherub head all around it and claw footed . It truly is a wonderful piece. Would be nice if someone knew anything about it.
