I am trying to figure out what this it has holes is it a water fountain it looks like a Jockey to me can anyone please tell me what this is I’m stumped

He is like a jester, or sometimes as a carnival jester. I would have to go into my books as he appears to be part of a statue, with no base ?? What size is he, is this the best you can do with the photos ???
