In the 1940's & 1950's, this type badge was worn by officers on left side of the shirt pocket on the flap where the button is, as you can see on the photo.
Now the Question, which Chief own this badge ?

1947 The Chief of Police from Oceanside California was Guy Woodward
1950's the Chief of police from Oceanside California was Edwing W Patrick..
On September 15 1952 He was appointed Chief of Police.
Edwing Patrick, he resigned of Chief of police on October 24 1954
1954 the Chief of Police From Oceanside California Was Harold Davis.
Captain Harold Davis was Chief of Police 6 times in 12 years.
Chief Harold Davis retired on June 30 1955...

You left out the most important part. If the badge is actually that old it should have a makers mark on the back side. Those marks changed over the years so it helps date the badge. Show the maker mark on the back if it has one.
Beautiful golden police chief badge for Oceanside CA, I just have one question; because there are no numbers on front, does this mean the chief would keep passing the same badge to his successor, as some do with trophies?
Newfld the chief badge normally doesn't have a number because the chief is the top cop. Patrolmen and other officers have numbered badges.

If you can find photo's of the past Chiefs wearing badges, that could help pin down the badge's age. Photos could be on display at the police headquarters or local historical society. The last photo shows the badge to be a Blackinton made badge. Since there is an advertising showing a drawing of the badge it could turn out to be a "salesman's sample" badge!
