Hello to all!
I'm looking for some help with identifying this neat looking device. The only marking I can find is a metal tag on the inside of the top that reads "Western Electric Company -Chicago and New York"
This is in a locking wood box ( no key) that measures 10"x 7" x 6.5"
There are 23 knobs that turn apparently for some type of adjustment or calibration
The knobs are not threaded and are removeable
There are 2 keys that look like telegraph keys. There are fittings that look like they would be used to attach a wire,
There are numbers etched in the black bakelite above each row of knobs as follows:

1 2 3 4 10
200 100 40 30 20
400 1000 2000 3000 4000
