Silver or plated candelabra? Need to know for polishing. ID, too.

This is an old family item. Seems to show no tarnish associated with silver plate. Mark on bottom shows "Wallace (Silver or Bros.) and clearly, "637." Would love to know its era. As far as I can tell, one uses good silver polish for both silver and silver plate. Comments please. Thanks.
