Vintage (?) Pottery Vase Sculpted Flowers & Signed

Another interesting item i came across today. The base appears to be crudely handled. It is signed with letters that are hard to read. The flowers are delicate and painted nicely. Does anyone recognize the name? It looks like M i T T ' P I under X S I " .
Does it look like a student's work? As crude as it appears it's very interesting.
