Court Jester brooch

This brooch is about 1.75" high and 1.75" wide. I am a bit murky about the origins of this piece. It is not marked. It may be studio jewelry that I bought in Seattle ca 1978-1992 or something I purchased after that time when I moved back to the Midwest. My mother loved jewelry and I gave her quite a few pieces, most of which she returned to me before she died in 2001. This piece is damaged, the silver tassel has come loose and some of the links are missing. It looks like it has been worn, so guessing it was one of the pieces I gave to her. I think that I have seen other, similar brooches, so it may be a commercial piece. Calling it a mystery in hopes someone can identify it.
