Looks like a faternal organization medallion meant to be engraved by all the open space.
Maybe Soviet ?
It's odd, so beat up, but no ware. The design is sharp, and so is the edge, and it looks like someone started to drill a hole at the top of the laurel side. Maybe a harvest festival medal, that was never used. Where did you find it northstar? :^)

Thanks northstar, the clues may be in what he did, and where he lived. It may have been past down, because it looks to be from the 1800's! :^)
