The hat looks to be a bobby, but I haven’t even a guess about the hinged cup/bowl?

He's really neat and does look like a bobby - maybe the cup is for coins or tokens
Thanks Newfld, I think he’ll look great as yard art. But the cup leaves me clueless, and you may be right;-)
I believe this is for a suit & the tray is for cuff links etc.. A girlfriend had something similar that came in handy one nite when her husband stumbled in. It made dressing much quicker and the bullet missed by a good 3 inches ! LOL !
Unusual and no guess to it, but it is NEAT !~
It's to hang clothes on. Maybe if you are laying out your outfit for the next day or just took something off and don't want to put it away properly. The cup is for jewelry, change, keys, whatever was/will be in your pocket.
It would also make a great framework for a scarecrow!
Since it's so short it's probably just decorative rather than useful for clothes unless you could use it for children's clothes.
Hobby Lobby may be a source for it or something similar.

I’m using it for a yard decoration in which it is playing dual roles, #1. Yard decor, #2. Next to my 13 yr. old granddaughter bedroom window for reasons that remain to be seen. #3. He’s protecting my prized angel trumpet plant. But I’m thinking about making him an outfit out of duct tape and aluminum foil....and I’ll update if that comes to pass.
