      With ICS it is hard to identify for artist. I think that backstamp is the export to US one, circa 1930s.
      Perhaps post it on the facebook page Midcentury Italian Ceramic and Bitossi Collectors, https://www.facebook.com/groups/109867845821284/
      I know there are some ICS experts there.
