I've seen wire gauges with notches like that is used to identify wire size. I don't know why a wire gauge would have a awl tip though.
I'd wonder if it might be an old form of 'wire stripper' instead, with each slot sized to a wire gauge number...? That still doesn't explain the 'awl tip', unless that was just meant to be fastened inside a (now missing) wooden handle.
Also curious offhand whether it really came 'bought in a bin of files' as in your pic, or 'from your Grandfather many years ago"...?

I wondered about the two origins also....but I don't know what it is.
