    Any idea what this metal tool is for? It is marked "Victory" on the rounded part. The tip of the hook is sort of shaped like a slotted screwdriver. It's 4-1/2" long overall.

      Everything about this tool says tin can opener to me. Probably for paint cans, and probably a advertising token Give-a-way, for the "Victory" Company, who ever that was.

      It could open a can of paint but it would be hard to use in that manner and there's no reason to have that semi-circular hooked part. Paint can openers are straight and have a tiny, wide, and flattened, "hook" at the end. When inserted under the lid's rim they are levered down, about 90 degrees, and the the prying pressure is directed straight up so as not to tip the can over. (Screwdriver tips tend slip off of, or damage, the lid's rim leading to poor sealing when the can is re-closed). Any way you imagine holding this to open a paint can would be awkward.

      The reason for the semi circle is called "leverage". If it is a tin can opener, (remember, just my guess), you would start your prying action from the top of the can, verses the outside of the can, like most openers were/are. I think this may be an attempt at a better mouse trap, to further enhance the advertising end of it, (so to speak). So, don't over think it.

      Looking again at the pics it was rewelded at the radius so there may have been some torque put there??? to break the weld. Don't need that to open a can of paint???

      Maybe to unlock slotted tabs 5 gallon buckets paint or other stuff?? I keep thinking.
