      It is a monogram made of the letters T M C, so could be any combination of those three letters. Looks Victorian, so I looked through my copy of Victorian Painters' Monograms by Peter Nahum and did not find the artist using any combination of those letters. Might want to try Google images using all possible combinations of these three letters and "miniature" or "brooch", etc. and see if you can find it that way. I can't see enough detail in your image to tell if it is painted or is using some sort of applique, decal, etc. Couldn't really tell how big it is from you post, either, so not sure if it is a brooch, miniature painting, etc. Images of the back would be good, too.
