My first guess, is a puller, that is missing the 2 arms that slide onto the middle piece.
Could be a bearing puller, wheel puller, etc.
Looks like an auger of some sort and the center piece on the screw threads is a depth gauge.
If you look close, you will see that the arrow shaped tip, is free wheeling, so no auger action would take place.
thank you, friends, for your insights...because this is an item owned by a friend-of-a-friend, i have never actually laid eyes on it but I noted as well that the 'arrow' end appears to be unfixed or free-spinning and that the sole effect of turning the T-handle would be to either draw or push that arrow end in or out if the center fixture were attached somewhere. It MUST be part of some bigger mechanism or system but that story has apparently been lost to time. It now resides as an object of curiosity on the owner's wall but he would love to know its story. Any further sleuthing would be much appreciated but I thank those who have thoughtfully considered this mysterious piece. For now...........
This is the mechanical part of an old shoe stretcher. Missing the two "halves" of wooden shoe each side.
I think Onedtent got it.

No Question about it, Nice Work Onedtent! And to you markmo56 for showing the proof. Of course it is missing the wood shoe die, or whatever it is called.
Ok, one and all....once again i have been thoroughly convinced of the awesome power of crowdsourced knowledge bases....humble thanks to all who took the time, energy and musings to add to the final answer! a very special word of gratitude to both Onedtent and markmo56 who sealed the deal. Flummoxed as to how else i would ever have stumbled on the vital details.......WOW!
