Hi, would anyone be able to identify please? Makers mark is faded but could be Sat***y and has a face and the word "Germany'.

Look on back of her neck . I am having hard time figuring out what she is made of . I am thinking it looks like celluloid but could be paper mache . Hard to tell my your photo . Can I see hands
