Table leg with face and intricate design. It appears to be completely hand made. I found all this beauty under at least 5 coats of paint. Does anyone know when/where it might have been created.

The face looks like the North Wind. Usually find chairs with faces like this. The table appears to be a one of !~
Looks like the base to a old pool table to me ...?
