Found it while going through old family stuff, probably german? Im clueless here and so is my family cause they just cant remember where it came from. Any ideas??

It appears to be a saw set with an adjustable-angle stop. DRGM is an abbreviation used on and off in Germany up to WWII which means, basically, "registered design."
You have a German made, pliers type, hand saw set. I have Not seen many of these turn up in the USA, be it tool auctions or otherwise. Below are a couple links for you to look at. The last link shows just how your tool was positioned and used.
