This is a rare variation of Loetz tango glass from the 1920s. Instead of the usual solid color ground, here we have kaiserrot (imperial red) marbled with black, and trimmed with a black applied rim and black glass ball feet. The production notes for this shape (PN III-1117/20cm) list this decor as "kaiserrot m. schwarz marmoriert". This piece is properly marked with the acid-stamped oval "Czecho-Slovakia" mark.
In my collection, I have classified this decor as unidentified (I have called it "Neu Carneol"). Thanks to your post, I made an adjustment to Kaiserrot mit schwarz marmoriert and I also found PN.
