      It is an old "ladder jack" -- a bracket that could be hooked onto the rungs of an extension ladder to hold one end of a plank, for painting or other such work.

      AnythingObscure is 100 % right. I have a pair and they sure came in handy after hurricane Irma hit us. They are quite common and contractors use them all the time.
