I've seen something similar but not as lovely as yours. I'll check my Singer treadle machine tool box and let you know.

I found mine--it has been passed from my Granny to my mother to me.
You have a Tatting Shuttle.
Tatting is a technique of making lace by hand.
I remember Granny talking about tatting and I have old pillowcases trimmed in hand made lace made of a sturdy cotton thread.
My tatting shuttle is still loaded with a pink/coral thread. I plan to try to find a sample of her tatting and display her shuttle with it.
The tip is broken off yours. It should have a tiny hooked end for grabbing the thread.
Mine is from Boye Needle Co, Chicago.
Mine is the Boye Improved with the motto: More thread-Less Knots.
Yours looks much older than mine.
This one would have been in use by my grandmother in the 1950s-1960s.
