Nice old Vanity too bad the glass is missing, it might have been beveled.
Welcome to CW!! I know you will get some feedback from collectors.
This nice vanity is from the late 1930's to early 1940's. I collect a lot of old catalogs from those periods to the 1950's. Sears and Eatons mail order for example.
Not quite an antique yet, style is typical of the 2nd quarter of the 20th century.

Sure-- if you want to use it. A quality refinish/ repairs will enhance the value.

CW'ers aren't allowed to discuss values. You may be able to find a comparable piece on eBay.
Minimal value due to the missing mirror-- I'd think less than $100 as it sits.
It is going to run you a lot to get a mirror custom cut for it. Depending on the quality of refinish, it should be worth a couple of hundred at least ($250+).
I'd find out the mirror costs before you put any work into it. At the end of the day, you may end up with more in it, than it is worth.
By the way, and contrary to some folks habitual postings, there is no prohibition against providing values on this site:
