Appears to be a pin for attending an agriculture meeting. Notice the plow as the bottom image. The word ackerbautagung is for agriculture. The MFR I think is for the word meeting and the event was held in Windsfeld. Been a long time since I lived in Germany so that is the best I can say.
Collectors of Nazi memorabilia call these "tinnies". The were made for many Nazi get-to-gethers, fetes etc. boost the party.
Answer is "yes." This is a Nazis pin or "tinny." It was for a Nazi government sponsored agricultural development work (landwirkschaft) held in the town of Windsfeld om January 7th 1934. Windsfeld is in Bavaria, where in 1934, the NAZI party was incubating and gaining the support it needed before Hitlers rise to power. Grassroots efforts like these with farmers aimed at recuperating German agriculture and economy were key elements in gaining common peoples' support and building resources. Soviet and US Governments had similar programs (i.e., the NRA (national Reconstruction Act and Civilian Job Corps, Etc), with different political and social objectives and intents. The German government still sponsors similar events and has one scheduled for September of this year through the University of Bonn, under the name of Bau, Tagung und Technik. Interesting piece of history.
