Tusk

I found this “tusk” at an antique store 100 miles north of Toronto. No one at the shop had a clue what it is....it does have a hole in the end and a hole on top. It did use it as a pipe for a special occasion and it worked well.
Any help figuring out what this is would be greatly appreciated..... thanks
