    Found this piece at my job. No one seems to know what it is. I feel its some type of tool.
    People have suggestions, such as: clamp, pipe bender , spring release.

      I like the spring compressor idea. Maybe there are some spring operated dock plates there? Any equipment with a compression spring with a long threaded rod thru the middle?

      Not sure I'd say "homemade" as well as just "cheaply made", what with the rather ugly welds to it though somebody bothered to paint it all anyway. Nonetheless it doesn't look *old* at the least, especially w/the modern nylock nut/bolt holding its hinge together. Interesting that it does appear to "pull" something apart from something else, or at least to "hold onto" something by that motion...??
