You don’t give dimensions but if it’s small enough to be hand-held, it looks like a cheese slicer.

      maybe a pastry/dough cuter roller

I'll guess along TallCakes' idea...but maybe more a rolling"noodle cutter" instead?

It is in fact a cheese slicer. Most people never saw one because they didn't work and were short lived.

Here is a modern one from 1930/40

I had one “more recently” in the 1980s which was part of the serving utensils of a set of silverware.
The idea of the thing was to pull it across the top surface of a block of cheese and it would shave off a thin slice....but what a load of work that was!!
Better to just have the deli slice it for you!

but it look like a wheel/roller at the business end. which wouldn't work well with cheese. It would roll with pasta/pastry dough that has been rolled out on a cutting board to cut the dough/pasta.

They cut the rolled out dough into a square to make a stuffed dough. Very Italian tool.

I understand now that you’re described it cutting squares....I’ve never made pasta but would give it a shot just to try out this tool! I’ve learned something new :-)
